本发明公开了一种下行控制信息的调度方法及装置。该方法包括:基站为用户设备的无线资源控制层配置发射模式,其中,该发射模式支持下行SU-MIMO与MU-MIMO的动态切换;基站为用户设备的无线资源控制层配置通用的第一C-RNTI和下行SU-MIMO与MU-MIMO的动态切换专用的第二C-RNTI;基站采用第一C-RNTI和第二C-RNTI之一以上述发射模式调度发送给用户设备的下行控制信息,通过采用的C-RNTI与下行控制信息中包含的资源分配类型标识位指示资源分配类型或通过采用的C-RNTI指示资源分配类型。通过本发明,可以支持各种资源分配类型的SU-MIMO与MU-MIMO动态切换。
