(EN): A stainless steel material comprising a base that comprises ferritic stainless steel, a Cr oxide layer formed on the surface of the base, and a spinel-type oxide layer formed on the surface of the Cr oxide layer. The chemical composition of the base satisfies [16.0 ≤ Cr + 3 × Mo - 2.5 × B - 17 × C - 3 × Si ≤ 35.0]. The thickness (TCr) of the Cr oxide layer and the thickness (TS) of the spinel-type oxide layer satisfy [0.5 ≤ TCr/TS ≤ 6.7]. The base has a precipitate that includes one or more selected from composite precipitates which have M23C6, M2B, or M2B as the precipitation nucleus and in which M23C6 has precipitated on the surface thereof, and composite precipitates which have NbC as the precipitation nucleus and in which M23C6 has precipitated on the surface thereof. A portion of the precipitate projects from the surface of the Cr oxide layer.
